Personal care funding is changing from 1 October 2026

Upcoming aged care update

From 1 October 2026, personal care is expected to be fully funded under Support at Home. This is an important update for older Australians and families who need help with daily routines such as showering, dressing, grooming, mobility support, and getting ready for the day.

What is the Support at Home program and how is it different from Home Care Packages (HCP)?

The new Support at Home program, beginning in November 2025, is the next step in improving in-home care. It replaces the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programmes, making access to care simpler, faster and more flexible. 

What’s new: 

  • Funding is managed through quarterly budgets rather than yearly packages. 
  • A defined service list shows exactly what’s included. 
  • Care management funding is set at 10% of each quarterly budget. 
  • A new Assistive Technology and Home Modifications (AT-HM) Scheme supports equipment and home adjustments. 

If your needs change, you can be re-assessed and moved to a higher classification under Support at Home. 

Your costs depend on your funding level and income. The government contributes a subsidy based on your assessed needs, and you may be asked to make a small contribution if you’re able. At Leora, we’ll always provide a clear, upfront breakdown before you begin services. No hidden fees, ever. 

If you do not have Support at Home or Home Care Package funding but require support services now, you can self-fund the services you need in the interim. Reach out to us and we can discuss your needs!
