Code of Conduct
Purpose and Application
- The Leora Healthcare Code of Conduct establishes clear expectations for ethical, professional, and legal behaviour across all areas of engagement.
- It applies to all individuals engaged with or acting on behalf of Leora Healthcare, regardless of role or employment type.
- The Code serves as a governance tool to guide day-to-day conduct, support professional accountability, and promote a safe, inclusive, and rights-based service environment.
- The Code is used as a benchmark for disciplinary processes, internal audits, staff development, and external certification or regulatory assessments.
- The Code explicitly incorporates: the National Disability Insurance Scheme (NDIS) Code of Conduct; the Aged Care Code of Conduct; Attendant Care Industry Standard (ACIS) requirements; ISO 9001Quality Management Systems requirements; and Australian legal and regulatory requirements, including but not limited to WHS, privacy, child safety, equal opportunity, and discrimination laws.

Personal and Interpersonal Behaviour
- Treat all individuals with dignity, respect, cultural sensitivity, and courtesy.
- Do not engage in harassment, bullying, discrimination, or victimisation.
- Use inclusive, respectful, and plain language in verbal, written, and digital communications.
- Refrain from gossip, innuendo, or behaviour that undermines professional relationships.
- Act respectfully in all social, public, and online forums, including social media platforms.
- Avoid behaviour that could reasonably be interpreted as intimidating, hostile, or offensive.
- Present personal views clearly as personal and not representative of Leora policy or practice.
- Dress appropriately and maintain personal hygiene to reflect a professional appearance.
Professional and Workplace Behaviour
- Follow all lawful and reasonable instructions and escalate concerns through appropriate channels.
- Comply with all Leora policies, procedures, local protocols, and site-specific guidelines.
- Perform duties with due care, diligence, skill, and efficiency.
- Act in a timely, responsive, and consistent manner in all interactions.
- Maintain professional boundaries in all client and colleague relationships.
- Do not engage in sexual, romantic, or financial relationships with clients or families.
- Remain free from the influence of drugs, alcohol, or other impairing substances while on duty.
- Ensure fitness for work and report any factors that may affect capacity to perform duties.
- Disclose any criminal charges, professional registration conditions, or court outcomes immediately.
- Participate in professional development, supervision, and performance appraisal activities.
Relationships with Clients and the Public
- Promote and uphold the rights of people to make their own decisions.
- Ensure all services are person-centred, trauma-informed, and culturally responsive.
- Respect privacy, autonomy, communication preferences, and life choices.
- Do not engage in or encourage relationships that could result in exploitation, coercion, or favouritism.
- Support access to advocacy, complaint mechanisms, and feedback channels.
- Report any suspected abuse, neglect, or boundary violations immediately.
Conflict of Interest
- Declare all actual, potential, or perceived conflicts of interest.
- Avoid participating in decisions that benefit personal, financial, or familial interests.
- Do not misuse position or authority for private gain.
- Disclose all secondary employment, business ventures, or voluntary roles.
- Submit formal conflict of interest declarations when required.
Use of Leora Resources and Property
- Use organisational equipment, time, and materials for authorised purposes only.
- Avoid personal use of resources unless permitted under policy.
- Protect Leora assets from theft, damage, or misuse.
- Return all assets, including electronic devices and documents, upon termination of engagement.
Confidentiality, Privacy and Data Protection
- Maintain strict confidentiality of client, staff, and organisational information.
- Store, share, and destroy records in accordance with policy and the Privacy Act 1988.
- Do not photograph or share information about clients or operations without written consent and authorisation.
- Report any breaches of privacy or data loss immediately.
Reporting and Whistleblower Protections
- Promptly report misconduct, breaches of this Code, risks to safety, or suspected unlawful behaviour.
- Use internal reporting processes or escalate externally where appropriate.
- Leora prohibits retaliation or victimisation against individuals who raise concerns in good faith.
- Whistleblower protections apply under the Public Interest Disclosures Act 1994.
Gifts, Bribes, and Improper Benefits
- Do not accept bribes, incentives, or gifts intended to influence decisions.
- Declare all gifts or tokens of appreciation in accordance with policy.
- Do not offer or solicit gifts or benefits from clients, suppliers, or external agencies.
Intellectual Property and Information Ownership
- Leora retains ownership of all intellectual property created during engagement.
- Do not share, reproduce, or use intellectual property for unauthorised purposes.
- Disclose intellectual property developments to Leora management.
NDIS Code of Conduct Requirements
- Act with respect for the rights to freedom of expression, self-determination, and decision-making.
- Respect the privacy of people with disability.
- Provide supports and services in a safe and competent manner, with care and skill.
- Act with integrity, honesty, and transparency.
- Promptly take steps to raise and act on concerns affecting safety or quality.
- Take all reasonable steps to prevent and respond to violence, abuse, neglect, and exploitation.
- Prevent and respond to sexual misconduct in all forms.
Aged Care Code of Conduct Requirements
- Act with respect for each person’s rights to autonomy and self-determination.
- Treat people with dignity and respect and value their diversity.
- Respect the privacy of people receiving aged care.
- Provide care, supports, and services in a safe and competent manner, with care and skill.
- Act with honesty, integrity, and transparency in all professional activities.
- Take steps to raise and act on concerns affecting care and service quality.
- Provide services free from violence, abuse, neglect, exploitation, and discrimination.
- Take all reasonable steps to prevent and respond to all forms of misconduct.
Acknowledgement and Declaration
Breaches may result in disciplinary action, including termination and referral to external regulatory bodies.
All individuals must read, understand, and acknowledge this Code of Conduct upon commencement of employment or engagement.
Continued engagement with Leora is subject to ongoing compliance with the Code.
We may update this Code from time to time. Any updated versions of this policy will be posted on our website. Please review it regularly.
